Webster Approves Sewer Rate Studies

NORTH WEBSTER - A sewer rate study, proposed by John Jullian of H.R. Umbaugh and Associates, was approved at Wednesday's town council meeting.

The study, costing $6,000, would result in an "adjustment" of monthly fees, Jullian said.

J.D. Roth asked if "adjustments" meant rate increases, and Jullian said more than likely.

The last increase, of $2 per month, was ordered in 1997.

"North Webster raises rates by small increments on a regular basis," Jullian said. "They're not like other towns who wait 15 years."

He said the report should be ready in two months.

The board heard from Chris Bruno, owner of Scrub-A-Dub Laundry, who said plans to build a mini-golf course are proceeding.

The "course" will be next to the laundromat, at 624 N. Main St., and Bruno said she and her husband intend to hold a contest to name the facility.

In other business, the council:

• Approved a contract with MSKTD Architects in the amount of $82,500, for work at the community center.

• Heard from town marshal Greg Church, who asked that the animal control ordinance be amended with increased fees to $25 for the first offense and $50 for the second.

Church said the current fees, $5 and $10, are not taken seriously. An increase would bring the fines in line with Winona Lake and Silver Lake ordinances.

The board instructed town attorney Jack Bishop to draft an ordinance.

• Tom Thielka, filling in as public works superintendent while Dennis Reafsnyder attends training classes, talked about land application of biosolids from the wastewater treatment facility, in cooperation with Larry Mock.

Mock will lease the land, planting a root crop on the property.

Thielka said plantings extend the use of such property and he anticipates two applications a year - one in the spring and one in the fall.

The town would take loads to the site with Mock responsible for actual application.

• Approved the entertainers and contracts for the concert in the park series.

All concerts are on Fridays at 7 p.m., with the exception of the July 5, 7:30 p.m. concert: June 13 - Lake Area Community Band; June 20 - Chain O' Lakes Chorus; June 27 - Grassy Creek Cloggers; July 5, 7:30 p.m. - NorthEast Indiana Banjo Society; July 11 - Shakin' Hammers String Band; July 18 - Sax Maniacs; July 25 - DJG; Aug. 1 - Auburn Dixielanders; Aug. 8 - Becky Brady; and Aug. 15 - Lynn Gray.

The next meeting of the town council is March 19 at 6 p.m. Town council members are Kay Andrews, Ken Wagoner and Jeff Morgan.
