An Environmental Day is set for April 19 in the Warsaw Armory, sponsored by the Kosciusko County Solid Waste Management District's Citizens' Advisory Committee.
Executive director Sue Studebaker advised district board members Tuesday that although the April 19 date was chosen by Warsaw's Madison and Lincoln elementary schools, the schools have backed out of the field trip.
Whitko students will attend the only session, in the morning, with programs about recycling and the environment from the district, the Tippecanoe Lake Conservation Association, the Syracuse Parks Department and the Kosciusko County Soil and Water Conservation District.
With only three members present, Avis Gunter, John Kinsey and George Clemens, there was a lack of a quorum and no official meeting. These three members approved claims as presented.
Also approved was a household hazardous waste contract. Clemens called board member Ernie Wiggins on his cellular phone. Wiggins could hear the proceedings and voiced his approval of the contract. The district's attorney, Mike Armey, said a teleconference with Wiggins constituted a quorum.
Although some governmental entities, like the Indiana Bond Bank board of directors, may communicate votes with a telephone answer, there are no such provisions in statutes regarding solid waste districts, according to Karen Davis, of the Indiana Public Office Counselor office, and Hoosier State Press Association attorney Steven Key.
Actions taken by these three members can be validated at the next district meeting.

Heard the district will be under the "recycling" heading in the next Yellow Pages publication.
Heard the April 2 tire collection was a success.
Heard the district made "worm gardens" during Tuesday's Taste of Ag program.
Tabled bids from several companies to prepare the driveway and lay asphalt around the back of the building, in front of the recycling bins and along the south side of the building.
Reviewed the March host fee report indicating 5,191 tons of in-district solid waste was received at the Kosciusko County landfill. In-state out-of-county solid waste tonnages were given as 3,942. The weights represent $13,326 in host fees.
District board members are Gunter, Clemens and Kinsey. Brad Jackson, David Delp, Ron Truex and Ernie Wiggins were absent.
