Just three members of the Kosciusko County Solid Waste Management District were present for Tuesday's meeting.
Four members are required for a quorum.
Board President Brad Jackson, George Clemens and John Kinsey set another meeting for Thursday at 2 p.m. to approve claims, the budget and address contract issues with the belief that other members will appear.
District Director Sue Studebaker presented her report, saying more than 34,000 pounds of electronics have been collected so far this year. Last year, 25,000 pounds were collected.
Studebaker said she would like to offer an appliance recycling program. A fenced area with a cement "floor" is required for such a collection area.
Last month board member Ron Truex, county commissioner and Creighton Brothers Farms general manager, said a Creighton Brothers employee was certified to remove freon and that employee could possibly be on loan to the district once a month.
Studebaker said the best place to cement an area is the west side of the building between the household hazardous waste containment building and the main building.
Safety Clean was recommended as next year's HHW handler. Studebaker said they will pay 60 cents per gallon of collected motor oil, too.
Studebaker and employee Kevin Slone plan to attend a Department of Transportation seminar regarding the proper labeling and packaging of household waste.
Studebaker also must receive blood-borne pathogen certification before a "sharps" collection starts. This would include the collection of needles people use for self-medication.
The district's retail KC Eco Store has a few items for sale, including composters, recycled glassware, doormats made from post-industrial waste and novelty items from Little Earth
KCSWMD members are Jackson, Clemens and Kinsey. Ernie Wiggins, Ron Truex, Avis Gunter, David Delp and Ernie Wiggins were absent.
