Based on the numbers in the 2009 Annual Performance Report, Warsaw Community Schools may be a school corporation in flux.
In 2006-07, WCS's student enrollment was 6,934. That dropped to 6,895 in 2007-08, but bounced back up to 6,945 in 2008-09. It dropped again, to 6,903, in 2009-2010.
Over the course of the past three years, total expenditure per pupil on a three-year average rose for WCS, but was below the state level. WCS's expenditure per pupil was $8,600 in 2006-07; $8,900 in 2007-08; and $9,600 in 2008-09. The state expenditure per pupil was $10,700.
The state teacher salary range minimum was $24,133, which is less than the minimum for WCS over the past three years. In 2006-07, the WCS minimum was $32,866; $29,772 in 2007-08; and back up to $33,928 in 2008-09.
The yearly report also provides the teacher salary range maximum. While the state maximum was $84,686, the maximum for WCS in 2006-07 was $62,540; $59,787 in 2007-08; and $61,107 in 2008-09.
The fluctuation of the percent of students in special education at WCS varied only a small amount. While statewide the percentage was 17.5, the percentage of students in special education at WCS in 2006-07 was 15.6. That increased to 16.2 in 2007-08, but dropped to 16.1 percent in 2008-09.
WCS has seen an increase in the percent of students in the gifted and talented education program. In 2006-07 and 2007-08, there was 12 percent of the students in G&T education. That jumped to 19 percent in 2008-09. Statewide, the percentage was 14.
For 2007-08 and 2008-09, the number of students receiving free lunches/textbooks at WCS held steady at 44 percent, which matched the state result. However, that was an increase from 37 percent in 2006-07.
Warsaw Schools has a greater percentage of limited English proficiency students than the state average. In 2006-07, WCS had 12 percent limited English proficiency students. That increased to 12.2 percent in 2007-08, but declined to 10.6 percent in 2008-09. The state average is 4.2 percent.
Student enrollment at the high school rose to 2,014 in 2009-10 after two years of decline. In 2006-07, the student population was 2,022 students at the high school. That number dropped to 1,974 in 2007-08 and 1,972 in 2008-09.
The high school's SAT average score also fluctuated over the past three years. In 2006-07, it was 1019, then 1002 in 2007-08, but increased to 1018 in 2008-09. The state average was 1003.
However, the number of 12th-grade students at the high school taking the SAT dropped back to 53 in 2008-09 after increasing to 56 in 2007-08. It also was 53 in 2006-07. The state average was 49.
After increasing to 80.6 in 2007-08, the graduation rate at Warsaw Community High School dropped to 74.9 percent in 2008-09. It was 72.3 percent in 2006-07. The state average was 81.5 percent.
The attendance rate at WCHS has been fairly regular. In 2006-07, it was 94.7 percent, and increased to 95.6 in 2007-08. The 2008-09 rate remained the same as the prior year. Statewide, the result was 96.1 percent.
WCHS has seen a big drop in the number of students who have dropped out, but the number of students suspended has increased.
In 2006-07, there were 74 students who dropped out, compared to 46 in 2007-08 and 9 in 2008-09.
In 2008-09, there were 311 students suspended at WCHS, compared to 306 in 2007-08 and 221 in 2006-07.
As for number of students expelled, there were 50 in 2006-07, dropping to 30 in 2007-08, and a slight increase to 37 in 2008-09.
The number of expulsions and suspensions at WCHS involving drugs, weapons or alcohol dropped to 14 in 2008-09 compared to 25 in 2007-08 and 41 in 2006-07.
