Warsaw Plan Commission Monday approved a development plan for a Martin's Super Market in Warsaw.
The vote was 7-1 with commissioners Tom Allen, Tammy Dalton, Lacy Francis, Jim Gast, Dan Hampton, Rick Keeven and Jeremy Skinner voting in favor of the plan.
Warsaw City Councilman and Commissioner Jeff Grose voted against the plan. He expressed concerns at previous meetings regarding the road configuration for the supermarket.
Skinner said Martin's still needs to submit a development agreement to Warsaw that outlines road improvements, signage and building design information.
Hampton said he supported the development plan."Martin's strikes me as being very keenly astute to its neighbors and Warsaw's interests," Hampton said.
Martin's is requesting to build a 56,916-square-foot supermarket north of the Menards store.
The development incorporates an 8.6-acre parcel located a quarter mile northwest of the Husky Trail/Parker Street intersection.
Rob Bartels, Martin's president, said the store will include a deli and drive-thru pharmacy.
Warsaw City Council, at its May 18 meeting, approved rezoning 0.65 acres from residential to commercial to allow for the supermarket.
Warsaw Traffic Safety Commission, at its June 3 meeting, approved a request by Wightman Petrie for an access road off of Husky Trail.
The commission approved the development plan with the following conditions:
The required buffer along the northern and eastern property lines should be outlined within the development agreement. Signage and design elements for the building also must be outlined per the city's zoning ordinance.
The road improvements shown on the plan approved at the June 3 Warsaw Traffic Safety Commission hearing must be completed, including the construction of right- and left-turn lanes on Husky Trail, proposed widening along Husky Trail and north of Mariner Drive.
All road improvements must be designed per Warsaw's construction standards including any storm and sanitary improvements that would be required for the project.
A future access road is required to be designed for Mariner Drive at the time the drive is constructed unless Mariner Drive is constructed prior to the Martin's development and the proposed connection to Menards.
The development plan also must comply with the city's erosion control ordinance and all road improvements must be completed.
In other business, the commission approved a preliminary plat for the Menards third subdivision. The subdivision includes 7.33 acres and is north of U.S. 30 and the Parker Street intersection.
