Warsaw City Council approved reductions from the 2011 budget during its meeting Monday night.

The reductions included $30,000 from the aviation budget, $246,000 from the general fund, $37,000 from the parks department, $16,000 from the building and planning department; $8,000 from the clerk general fund; $125,000 from the council budget; $10,000 from the human resources budget; $4,500 from the mayor’s budget; $70,000 from the police department budget; $13,000 from the street department budget; and a $37,000 reduction from the parks and recreation department.

Council member Diane Quance thanked department heads for holding the line on not spending.

Warsaw Mayor Ernie Wiggins thanked the street department for its work on leaf pick up Monday in Gabill Addition despite the rain.

The council tabled a hearing on a resolution to adopt a written fiscal plan and establish a policy for provision of services to an annexed area on Mariner Drive in Wayne Township.

The council will review the plan at its Dec. 5 meeting since the public hearing  did not meet the 20-day advertisement deadline.

The annexation consists of a property owned by SMOR Group LLC. The property is within Kosciusko County and has an agriculture zoning designation. The closest comparable zoning designation within the city’s zoning ordinance is commercial.

In order to match the county’s zoning designation, the city will designate the property’s zoning classification as commercial once it is legally annexed into the city.

The council also approved several ordinance transfers including transferring $205 from the cemetery repairs and maintenance into the cemetery equipment fund to pay for a leaf-vac that hooks to a mower. The total purchase is $1,199.

The council approved transferring $10,000 from street main budget utilities to street main budget unemployment. The transfer is to cover unemployment claims.

The council also approved a $1,600 transfer from the street main budget to street main budget street repairs and maintenance, and a $28,000 transfer of funds from the street main budget salaries to street repairs and maintenance.

The council approved transferring $30,000 from the redevelopment northern tax increment finance district into professional services.

The council also approved transferring $155,000 from the territory operating fund to the territory equipment replacement fund.
