Barbee Residents Hear Report On Sewer

By Teresa Smith, Times-Union Staff Writer

Residents of the Barbee Lakes chain heard preliminary figures Monday about the installation of a sanitary sewer system around the lakes.

The Barbee Lakes Conservancy District board met in the conservation clubhouse where about a dozen citizens heard from Jeff Rowe of Umbaugh and Associates and engineers from the DLZ company.

Rowe presented several scenarios. Monthly service charges were as high as $72 per month and as low as $54 per month, depending upon which means of financing the board selects.

A cost of $13,560,000 was given to install about 1,250 low gravity grinder pump systems to serve 2,000 properties in the district.

Developers of the Oakland Hills residential subdivision wish to share costs of a force main to the North Webster wastewater treatment facility, said DLZ engineer Andy Dodzik.

The "Oakland" property has been platted into 79 lots and is on the southwest corner of Ind. 13 and Armstrong Road.

Rowe said new sewer systems typically cost users anywhere from $60 to $70 per month.

Monthly fees could be lower if more "up front" money was obtained. Connection fees, given as $2,000 per occupied house and $1,000 could be increased, Rowe said. Customers could be charged a "pre-construction" fee, too, which also lower the monthly charges.

The board discussed, and rejected, the idea of instituting a tax levy again. The district was established as a taxing entity in October 1994 and collected a levy for a number of years to establish a sewer system.

District taxes haven't been collected for a few years. The district has a balance of about $402,851 to get the project started.

Rowe was asked to bring back figures lowering the monthly fee to around $45, using a state revolving fund loan and assuming users would be charged pre-construction costs and pay installation fees of $4,500 per developed property.

Flow to the treatment plant is expected to be 400,000 gallons per day during highest usage.

Resident Bill Thompson asked if the rates would go down during the winter when there would be less usage.

Dodzik said the rates would stay the same because North Webster still has to have the maximum capacity available.

The board also approved a $167,000 budget for 2006. An expenditure of $10,000 to Scott Fox for computers was approved.

Board members are Bart Brugh, Barry Hecker§, Scott Fox and Don Harris. Dick Long was absent.

The next meeting is Aug. 15 at 6:30 p.m.
