Syracuse Town Council Holds Special Session To Deal With Emergency

SYRACUSE – In a record-breaking short meeting, and with council members donning masks and gloves, the Syracuse Town Council met in a special session Tuesday morning.
The meeting, which lasted approximately two minutes, was held to address town procedures moving forward under Gov. Eric Holcomb’s public health emergency declaration and was livestreamed on the town of Syracuse’s Facebook page for the public.
Council members passed a resolution authorizing the clerk-treasurer to modify the hours town hall is open to the public as well as her hours and the hours of the employees she supervises.
It authorizes the clerk to pay all routine claims including payroll, insurance, utilities, etc. without prior approval of the council. If a question arises on a claim, the clerk should contact the council members and, if necessary, the claim will remain unpaid until the town council can address it in a public meeting.
The regularly scheduled April town council meeting is cancelled. The council may schedule a special meeting or executive session if necessary as long as it can be held without a risk to the council, town employees or the public.
The clerk is authorized to conduct “minimally required business.” The town manager and department heads will determine the day and hours town employees will work and they will receive regular full-time or part-time pay even if their actual hours are reduced. They will also receive two weeks paid sick leave.
The resolution signed by the council Tuesday went into effect retroactively to March 16 and will continue in full force until the public health emergency is terminated.
In other business, the council approved the March town council meeting minutes and claims.
