PUBLIC NOTICE Date: October 21, 2015 State Revolving Fund (SRF) Loan Program Categorical Exclusion (CE): North Webster, Kosciusko County, Tippecanoe Township. Preliminary Engineering Report (PER) Amendment #1: Wastewater Improvements Project. SRF Project WW14 26 43 01. To all interested parties: this is a notification that the changes to North Webster’s Wastewater Improvements project, as described below, are categorically excluded from substantive environmental review. The SRF is submitting the CE for public notice. PER Amendment #1 addresses the following changes made during design after PER approval: Collection System: Lift Stations #2 & #4 – installing an alarm system as opposed to replacing the lift stations; Lift Stations #13, #15 & #16 – performing no work as opposed to adding components; Lift Station #14 – replacing the entire lift station rather than adding components; and Lift Station #10 – re-routing the proposed 10-inch force main by being extending it west along Crystal Flash Road and then turning south along N. Mid Lake Drive to L.S. #14 as opposed to installing it in the same trench with the existing 8-inch force main that will be abandoned. Wastewater Treatment Plant: Modifying the existing bar screen structure and adding another fine screen at the headworks as opposed to not doing any work; installing fine bubbler diffusers at all five of the aeration tanks as opposed to only four of the aeration tanks; performing no work at the Lab/Administration Building as opposed to converting the entire building to a laboratory building; retaining the five small digesters as opposed to abandoning them; and replacing blowers #6 and #7 while retaining blower #5 as opposed to replacing all of the blowers. The No-Action alternative was rejected since some of the lift stations would still be inadequate, while some of the WWTP components would remain inefficient and not properly designed to handle the increased design capacity. Total cost of this project will still remain at approximately $3,243,415. North Webster will finance the project with a loan from the SRF Loan Program for a 20-year term at an annual fixed interest rate to be determined at loan closing. Monthly user rates and charges may need to be analyzed to determine if adjustments are required for loan repayment.
