PUBLIC NOTICE Date: September 12, 2014 State Revolving Fund (SRF) Loan Program Categorical Exclusion (CE): North Webster, Kosciusko County, Tippecanoe Township, Wastewater Improvements Project; SRF Project WW 14 26 43 01. To all interested parties: this is notification that North Webster’s Wastewater Improvements project is categorically excluded from substantive environmental review. The (SRF) is submitting the CE for public notice. The purpose of the project is increase the WWTP capacity to accommodate flows from the nearby community of Knapp Lake, which intends to connect to North Webster’s WWTP in the near future. The original WWTP was installed in the 1970’s and a number of mechanical components are in need of replacement and rehabilitation due to age and condition. The collection system was also installed in the 1970’s and contains sewer segments that are undersized. Those segments will be replaced with larger diameter pipe to accommodate flow. The system currently includes 25 lift stations which will all either be replaced or rehabilitated. If no action is taken, the Town will not be in compliance with the IDEM regulatory requirements. Total cost of this project is estimated to be approximately $3,243,415. North Webster will finance the project with a loan from the SRF Loan Program for a 20-year term at an annual fixed interest rate to be determined at loan closing. Monthly user rates and charges may need to be analyzed to determine if adjustments are required for loan repayment.
