Stafford Solid Waste was awarded the county recycling bid Tuesday during a special meeting of the Kosciusko County Solid Waste Management District.
Executive director Sue Studebaker presented prices per ton between Stafford and one other bidder, Waste Management. She used 2004 recycling totals from January through September showing what both bidders would charge per ton. Estimates for glass costs were taken from 2002 figures.
Costs for Stafford without glass would be 60,797.98 for the first nine months. Costs for Waste Management without glass would be $67,674.89 for the first nine months.
The board has paid out more than $77,000 for recycling services to Stafford so far this year.
Stafford's costs with glass would be $71,376.24, or $66.07 per ton, an average of $7,930.24. Costs for Waste Management with glass would be $75,502.17, or $69.89 per ton, an average of $8,389.13.
The board figured projected costs throughout the life of the contract, which expires in 2009. Both bidders built increases into their proposals, which aren't necessarily automatic.
At the end of five years, Stafford would receive $79.63 per ton of recycled materials from the district, or $96,000 that year (based on 2004 averages). Waste Management would have received $76.48 or $91,750. Stafford's contract shows a dramatic increase over the course of the contract, which starts out at $1,500 lower than the Waste Management bid and ends more than $5,000 more.
District board members are George Clemens, David Delp, Avis Gunter, Brad Jackson, John Kinsey, Ron Truex and Ernie Wiggins. Kinsey and Wiggins were absent.
