Springer Named Captain Of Sheriff's Department

Kosciusko County Sheriff-elect Aaron Rovenstine has named outgoing Whitley County Sheriff Jim Springer as the next Kosciusko County Sheriff's Department captain.

"He will bring a lot to the sheriff's department. He has an outsider's point of view and over 27 years of experience," Rovenstine said today.

Springer, 56, served 27 years on the Indiana State Police force. He was elected Whitley County Sheriff in Nov. 1994, and served Jan. 1, 1995, to Jan. 1, 1999.

He will begin his duties as the new Kosciusko County Sheriff's Department captain on New Year's Day.

"I don't believe it's going to be any different," Springer said today of the change in administrations. "I resided in Kosciusko County from 1977 to 1979. I worked here as a trooper."

"My expectations are very high. I'm looking forward to working with Sheriff Rovenstine," he said.

Over the years, Springer said, he has made friends on the Kosciusko County police force and in the county. He said he hopes those friendships continue as he serves as the new captain.

Rovenstine said Springer has a unique perspective on the county and can offer a look at the department from an outsider's point of view. He also said Springer has been a family friend for a number of years and in that sense isn't necessarily an outsider.

"I look forward to learning from him," Rovenstine said of Springer. "He can offer a great number of things. I don't think there should be a problem with (him as captain). Kosciusko County is getting a wealth of experience."

As for changes in the department, Springer said, they have not looked at it yet. He said he wants to get his feet on the ground first. He also said Rovenstine might have some changes in mind but he needs to get his feet on the ground first, too.

"It's like the old adage says, everything is subject to change," Springer said.

Springer is the husband of Kathleen Springer. Kathleen is currently the matron at Whitley County Sheriff's Department. He is the father of two children, John Springer, 19, a freshman at St. Francis University, Fort Wayne, and Jessica Springer, 17, a senior at Columbia City High School.

"They're excited (about his new job)," he said.
