SOUTH WHITLEY – At Tuesday night's meeting, the South Whitley Town Council approved a resolution to allow funds transfers, and another to comply with state-level regulations on records requests.
The first resolution allows a transfer of $4,000 into rainy day and $50,000 into the economic development fund. The second resolution outlines what can be requested from public record through Indiana's open door laws.
Council also approved an ordinance on first reading which amends an earlier ordinance authorizing the town clerk to pay claims. The amendment clarifies the language to allow Clerk-Treasurer Alyssa Knepple to pay claims in the event that the Board fails to reach a quorum when invoices are due or in the case of an emergency.
In public comment, the council heard from town resident Christine Palmer who said the Swing Tire property on Reed Street, west of Ag Plus, is "an eyesore and a health hazard." Palmer described the junk cars and piles of tires on the property which neighbors of hers own, and says she has a problem with animals she is paying someone to trap.
Councilman Randy Cokl said the town will look into it. The South Whitley Police Department is working on citing abandoned vehicles in town, including both on streets and properties, according to the town's ordinance.
In other business, council:
• set trick-or-treat hours for 6–8 p.m. on Oct. 31.
• Will appoint appraisers for a 3.5-acre commercial property the town is seeking to purchase on Hathaway Drive.
• Heard a Park Board update from Randy Simpson; the board is looking into adding a military memorial at the corner of Line Street and Ind. 14 but will need grant funding to do so.
Council will next meet at 6:30 p.m. Sept. 9.
