Solid Waste District Studies Bids

Bids to provide waste management service for Kosciusko County were opened Tuesday by the Kosciusko County Solid Waste Management District.

Despite four replies, only Stafford Solid Waste made a bid. The other three companies chose not to bid at this time and Care Recycling, Fort Wayne, even replied that the cost for what the Solid Waste Board wanted was prohibitive.

Stafford Solid Waste holds the current contract with the Solid Waste District.

There were four options as part of the bid package.

The first one is to operate the 12 recycling drop-off stations as they are now. Stafford Solid Waste bid $11,500 in monthly fees for 2000 and approximately $12,600 by 2002.

The second option is to operate the stations with an alternate form of collection, designated by the company. Stafford bid approximately $13,396 monthly for 2000 and more than $14,000 for 2002.

Option three is for collecting materials at 11 of the recycling stations following the same collection method now used and operating a manned recycling facility. Stafford bid $14,618 for 2000 and $15,718 for 2002. Their bid also included $35 per appliance with freon.

The fourth bid is for operating a manned recycling facility with 11 recycling stations and the company's method of collection. Stafford's bid was $18,812 for 2000 and $14,696 for 2002. The bid included $35 per appliance with freon.

The contract for the district will be for three years to begin with and then two two-year renewable contracts afterward. The Solid Waste District executive committee will review the contract and make a recommendation later.

In other business, the board approved the members of the solid waste board's city advisory council for 2000.

Three percent salary increases for District Director Marsha Eikenberry and Education Coordinator Sue Studebaker were approved.

Eikenberry told the board the insurance premiums for the district will be $1,036 less next year. They will have a new carrier - The Alliance, who will increase their contents coverage in the office by $10,000; increase the limits of liability to $1 million per occurrence and $3 million in annual aggregates.
