Smith Congratulated At Works Meeting, July Car Show To Return Downtown

Mayor Ernie Wiggins began the Warsaw board of works meeting Friday with a congratulations to Charlie Smith, recipient of the Chamber of Commerce's Man of the Year 2001 honor, sponsored by the Times-Union and WRSW.

Smith received the award Wednesday at the 90th annual Warsaw/Kosciusko County Chamber of Commerce meeting and dinner.

Ron Prater approached the board of works requesting to have a car show July 20.

Prater has sponsored the show for the last six years with last year's event held at the fairgrounds.

He asked to move the display back downtown and close streets around the courthouse, which was approved.

A 20-year agreement with Winona Lake for sanitary sewage treatment was approved.

The town agrees to pay the city $1,157,000 with an initial $600,000 to be paid in a lump sum and $557,000 to be paid in monthly installments of $2,320.83 for 239 months and a final payment of $2,321.63.

The board approved a $6,158 change order requested by Robinson Construction Inc. and reviewed by Ken Herceg & Associates. This is the second of two change orders for renovation of the Warsaw Police Department office increasing the original contract amount from $710,025 to $735,163.

The new WPD building is the former NIPSCO building on Fort Wayne Street.

In other business the board:

• Heard the new parks director will be Purdue University graduate Janelle Wilson, 26, Pierceton, who will begin employment Feb. 4.

Parks director Jon Garber said the Fort Wayne native worked for the Goshen Parks Department for one year and for the Peoria, Ill., Parks Department for several years overseeing that city's teens and seniors programs.

Garber's request to allow Wilson to have a take-home vehicle, as did the former activities director, was approved.

Her salary will be $31,000 per year.

Also approved for full-time employment was Shirley M. Mitchell, 55, of Warsaw, as the parking control officer.

Her yearly salary will be $23,400. She will begin her duties Monday.

• Was advised that Kenna Consulting & Management Group will administer the city's brownsfield grant to clean up the Gatke property. The administration fees will be paid by the state.

• Approved an animal control agreement with the Animal Welfare League to provide temporary care and disposition of animals in the amount of $12,000 per year.

• Approved a contract for dewatering and digester cleaning services with Synagro Midwest, Ohio, in the amount of $0.065 per gallon for the first 1.1 million gallons and up to an additional 400,000 gallons.

A second, amended contract provided for payment at the same rate for 138,362 additional gallons (above the original contract for 1.1 million gallons) for an additional cost of $8,993.53.

• Approved the 2002 wastewater plant budget for $2.7 million.

• Approved a travel request by Municipal Airport manager David Beall to attend the quarterly meeting of the Aviation Association of Indiana in Indianapolis in February. He also will attend the annual legislative lunch.

• Approved paying employee Paul Mullins during the time he was subpoenaed to testify by the state and Wilmer Loher for personal time.

Board of works meetings in February will be changed to the second and fourth Fridays of the month, Feb. 8 and 22.
