ROCHESTER – Shirley Colleen Wagoner Tobey, 76, of Rochester, died at 3:34 p.m. Sept. 4, 2013, at her residence. She was born Oct. 1, 1936, in Fulton County, to Charles C. and Pearl E. Marsh Wagoner. Surviving are a daughter, Lee Ann Tobey (and spouse Tim) Eizinger, Rochester; and three grandchildren. She was preceded in death by a husband, a daughter and two brothers.
