FINAL NOTICE OF POTENTIAL CONVERSION OF A FLOODPLAIN The USDA, Rural Utilities Service has received a request from the Lakeland Regional Sewer District to amend their original project previously approved for funding in 2010. The proposed amendment consists of a change in the locations of three pump stations, extension of a force main on CR 500 N, and a change in the alignment of a force main from 100 N. to the proposed waste water treatment plant. This project will directly convert less than half an acre of prime farmland. It has been determined that there is no practicable alternative to avoiding this conversion or effect. As required by the National Environmental Policy Act and agency regulations, the Rural Utilities Service has assessed the potential environmental effects of the proposed project and has determined that the proposal will not have a significant effect on the human environment, and that an Environmental Impact Statement will not be prepared. Mitigation measures from the US Army Corps of Engineers; the Department of Interior US Fish & Wildlife Service; the Indiana Department of Natural Resources Divisions of Historic Preservation & Archaeology, Water, and Fish & Wildlife; the USDA NRCS; and the Indiana Department of Environmental Management are listed in the Environmental Report. In order to avoid or minimize any adverse environmental impacts, the Rural Utilities Service will require the applicant to incorporate all mitigation measures provided by the above agencies into the proposal’s design.
