He was born April 10, 1938, in Warsaw, to Frank and Hazel Elder Phillips.
He was a United States Army veteran. He was married Feb. 3, 1966, in Pierceton, to Norma J. Sloan Rollins, who survives.
Cremation will take place at Cremation Services of Kosciusko County, Warsaw. No public services will be held. Owen Family Funeral Home, Syracuse, is in charge of arrangements.
Preferred memorials may be given to the donor’s choice.
