Residential Plat Approved For Menards; Subdivision East Of Husky Trail, Parker St.

A final plat and development plan for a Menards residential subdivision to be constructed east of the Husky Trail and Parker Street intersection has been approved.
The Warsaw Plan Commission approved the request by Menards during Monday night's meeting.
The commission previously approved a preliminary plat for the subdivision at its March 12 meeting.Menards' request will accommodate the development of a Menards store with additional commercial and residential lots.
The final plat will create five new commercial lots and 66 new residential lots. The subdivision will extend sewer and water to the proposed lots, and provide ingress and egress via a proposed street built to the city's standards.
The vote during Monday's meeting was 6-1, with commission members Joe Thallemer, Tom Allen, Jim Gast, Tammy Dalton and Lacy Francis voting in favor of the final plat. Commission member Jeff Grose voted against approving the final plat.
Grose expressed at the March 12 meeting his concern that the preliminary plat did not meeting the city's subdivision control ordinance.
The Warsaw City Council approved a request by Menards at its Jan. 16 meeting to rezone approximately 21 acres from R-1 residential to C-3 commercial along Husky Trail and Patterson Road.
City Planner Jeremy Skinner said the lots meet the requirements for R-1 residential to C-3 commercial zoning districts.
Two issues have been addressed by Menards with the placement of a 20-foot ingress and egress easement between lots 37-36, as well as the street names LittleJohn Lane and Sherwood Drive have been checked and approved by the building and planning department.
The developer also has provided the estimated cost for infrastructure improvements based on engineering documents, and will provide a $4.37 million letter of credit before recording the final plat.
The commission also approved a new commercial development plan by Menards Inc. at 900 Husky Trail. The Menards store will be approximately 165,000 square feet with an attached lumberyard at the rear of the store.
The plan was approved with the following conditions including Menards constructing a 20-foot buffer easement with evergreen trees, canopy trees and underbrush planting along the entire commercial development when adjacent to residential property; three stormwater detention facilities are provided out front and will outlet into the storm infrastructure along U.S. 30 and eventually drain into the Beyer-Brady ditch; adequate parking will be provided with 441 spaces including handicap spaces; as well as landscaping requirement of one tree per 10 spaces.
The development plan also states Menards has proposed a lighting plan which shows all of the light being contained on Menards property. The project will include extending sewer and water mains to service the Menards store as well as the residential developments to the northeast of the store.
The plan commission will meet again May 14 at 7 p.m. at city hall.
