    INDIANAPOLIS - The Viking Winter Guard of Tippecanoe Valley High School was crowned the Indiana Class B State Champion at the IHSCGA State Finals.

The Winter Guard totaled a score of 80.15, the highest ever for a Class B unit, in winning the school's second state title (the other coming in 1990).

    Free two-hour parking in downtown Warsaw has been in effect since last September, but parking meters didn't start tumbling until Friday. The meters, which are being removed by city crews, will be stored until the city decides how much to charge for the relics, inaugurated 29 years ago. Mayor H. Dale Tucker said the meters will be sold, possibly at an auction during the annual Pioneer Days celebration, to individuals who want them.

    Harold Radatz, junior high school art instructor, attended the convention of the Art Educators Association at Richmond. Art instructors from Indiana grade and high schools and colleges were present for the session.

Radatz, who has been a member of the state council the past two years, was named general chairman for the 1953 convention to be held next March at Fort Wayne.

    The Milford High School oratorical contest was held last week with the following results: First prize, $5, to Jackson Mangus, a junior member, who gave "I'm An American" (Elias Lieberman). Second prize, $3, to Bernice Rassi, a senior member, who gave "At His Brother's Grave" (Robert Ingersoll). Third prize, $2, to Keith Jones, a junior member, who gave "The Message to Garcia" (Elbert Hubbard). The judges were Rev. R. H. Nicodemus, Mrs. Frances M. Neff and Mabel Tom.
