The monument standing in the yard of the Leesburg Town Hall is reported to be a mill wheel from the original mill on Levi Lee Road by the Tippecanoe River, run by Levi Lee. He was one of Kosciusko County's earliest settlers and the man from which Leesburg derives its name. The large circular stone was used to grind grain more than a century ago in the mill and has stood on display in Leesburg for the past 30 years, reminiscent of the town's earlier beginning.

Company spokesmen said the marsh was estimated to have 75 to 100 thousand yards of marl in it. The company was expected to provide a gravel road to the site so the fertilizer could be hauled by trucks and wagons.
