Nudity is taboo in Warsaw, according to Police Chief Frank R. Lucas. Complaints have been received by the Warsaw Police Department from businessmen and other residents that Warsaw young men and boys between 14 and 25 years of age have appeared in the business district stripped to the waist. Officers have warned such offenders that if they continue in this practice charges of indecent exposure will be filed against them.

Strangely enough no complaint has been made of the bare legged young women, bare from the hips down, who parade through the city streets.
