Redevelopment Commission OKs Claims, Including Several Related To Millworks Project

Three of the five claims approved by the Warsaw Redevelopment Commission on Monday were related to the Millworks 85-unit housing and retail building at the intersection of West Market and South Columbia streets, Warsaw.
Two claims from Legacy Communities Inc., owned by AP Millworks LLC, totaled $1,265,343, with $1 million of that for the commission’s economic development agreement with Legacy Communities for Millworks and $265,343 for the amendment to the agreement.
The developer requested a disbursement of $340,343 for the amendment to the agreement, and $75,000 of that request is being paid by a Orthopedic Industry Retention Initiative (OIRI) grant, leaving the $265,343 for the commission to pay.
Paperwork with the claims states the developer has incurred $8,039,123.86 in project costs through and including July 28, 2026.
The third Millworks-related claim was for $18,020 to Abonmarche Consultants Inc. for the Millworks streetscape design, according to Warsaw Community Economic and Development Director Jeremy Skinner. The total contracted amount with Abonmarche was for $55,565.60, and the $18,020 is the final amount due, according to a copy of the invoice.
Commission member Joe Thallemer asked, “So, Jeremy, these requests for payment draws are triggered by levels of completion of the project?”
“Yes,” Skinner replied. “So, our $1 million for economic development agreement was attached to all of the streetscape work. So, sidewalks and streets. That was what we paid Abonmarche to design. They designed it. Millworks reviewed that design, agreed to that design. They got pricing for it, accepted the project as designed and so we’re issuing the $1 million so they can complete that work.”
He said the $265,343 was associated with the additional lease (commercial) space.
“They have completed a lease agreement, which triggered that payment as well. So they have a signed lease agreement with a tenant, which triggered our contribution to that portion of the project,” Skinner explained.
Commission member and Councilman Mike Klondaris asked Skinner if he could say who the tenant is or if that was public knowledge yet. Skinner said he’d rather have them announce who it is when they’re ready, but he’d reach out to them to see if they want to make a public announcement since it’s been in the commission meeting.
“I imagine they’ll have some kind of public announcement,” Skinner said.
Thallemer asked if the streetscape design work was complete, and Skinner said yes.
The other two claims included $18,873.86 to Browning Day for the ongoing residential master plan for the south side of Warsaw and $120 to Skinner for his cell phone allowance for July through September 2026.
Thallemer made the motion to approve the claims, Council President Jack Wilhite seconded the motion and it passed 5-0.
