Technicalities may be bothersome to a few people, but to the Kosciusko County Area Plan Commission, the technical questions are as important as any other part of a development plan.
Wednesday, Heritage Group of Elkhart petitioned for a preliminary plat approval for a residential subdivision on 40 acres. Last month, the plan commission approved their petition to rezone the 40 acres from an agricultural district to a residential district. The property is on the north side of CR 200S, east and west of County Farm Road in Wayne Township.
Ninety-nine single family residences will be built on the land. The 40 acres is part of 160 acres that will be annexed by Warsaw in January.
But Wednesday, the plan commission was reluctant to grant preliminary plat approval without more technical information. There were concerns about the drainage plan, final road design and inspection of the development as it progressed.
Board member Brian Redshaw said, "We've got to be real careful here. The city of Warsaw gets what we do here."
Attorney Steve Snyder, representing the petitioners, said the plan commission must apply the county standards to approve and there was no reason not to approve the preliminary plat. He said all the concerns would be taken care of by the health department, drainage board and the city of Warsaw.
Ken Jones, with White & Petri, Elkhart, engineers for Heritage Group, Elkhart, said they would do whatever the boards and city asked of them.
But the commission instead continued the petition to Sept. 1 so more information could be gathered from the drainage board, the county highway department and the city of Warsaw.
