Total number of permits issued by the Kosciusko County Area Plan Commission was down in 2004, compared to the three previous years, while the total number of Plan Commission and Board of Zoning Appeals cases was up.
In 2004, 1,619 total improvement location permits were issued by the plan commission. In 2003, a record number of 1,674 were issued; 1,664 in 2002; and 1,653 in 2001. In 2000, there were 1,508 total permits issued.
There are nine permits included in the total - single family residences (376 in 2004, up from 366 in 2003); single family residence additions (553 in 2004, down from the record 647 in 2003); mobile homes (57, down from 75 in 2003); residence accessory buildings (361, up from 355 in 2003); multi-family residences (six, up from four in 2003); public use buildings (13, down from 20 in 2003); commercial buildings (30, down from 33 in 2003); industrial buildings (17, up from 12 in 2003); and agricultural buildings (206, up from 162 in 2003).
"We set a record in that this year," said Dan Richard, plan commission director, on the number of permits issued for agricultural buildings. Agricultural buildings include barns, silos, etc.
The permits issued in total construction dollars for 2004 were $98,022,046, a 53 percent drop from 2003. However, 2003 was a record setting year in total construction dollars at $210,306,807.
The total number of BZA and plan commission hearings in 2004 was 470, compared to 451 in 2003, a 4 percent increase, but down from the 474 cases heard in 2002.
In 2004, the plan commission had 23 rezoning hearings (down one from 2003) and 14 subdivision hearings (down 1 from 15 in 2003). The BZA held 281 variance hearings (up from 270 in 2003) and 152 exception hearings (up from 142 in 2003).
The total number of cases before the plan commission and BZA since 1975 is 9,957, which includes 3,256 BZA exceptions; 5,280 BZA variances; 491 plan commission subdivisions; and 930 plan commission rezonings.
