Phend & Brown Only Bidder On Warsaw's Main St. Project

Only Phend & Brown, Milford, bid on the City of Warsaw’s Main Street project.
Bids were due by the 10:30 a.m. Friday Board of Public Works and Safety meeting.
After opening the bid, Board member Jeff Grose said it was for $323,915. City attorney Mike Valentine said everything appeared to be in order. City engineer James Emans and Street Superintendent Jeff Beeler will review the bid, and the Board of Works voted to take it under advisement.
The work will include 1.5-inch milling of approximately 11,500 square yards of East Main Street; cold milling and pulverizing approximately 9,700 square yards of bituminous layers along East Main Street and then spreading and compacting the recycled material; installing approximately 1,455 tons of HMA surface; and installation of various pavement traffic markings and other incidental work, according to the notice to bidders.
In other business, the board approved:
• A Husky Trail project pay application for $10,750 for property from Martin’s Super Markets Inc. Money will come out of the Eastern TIF district.
City Planner Jeremy Skinner said there’s just a few more parcels left to acquire for the project.
• A limited warranty deed between Menard Inc. and the city.
Skinner said he’s been working with Menard’s over the last couple of months to obtain a right of way for a parcel that was originally a part of the Menard’s development. Somehow it got left out and still remained in Menard’s name, but it is a part of the road treatments that were done back when Menard’s got constructed.
The right of way is along Patterson Road.
• A Buffalo Street Redevelopment project pay application for $31,025 for engineering and design services by American Structurepoint Inc. Skinner said the Board of Works is the payment authority for the Redevelopment Authority on pay applications.
The claim totaled $43,724.70, but Skinner said the other approximate $12,000 will come out of wastewater funds.
• Street Superintendent Jeff Beeler’s request to have Rejuvtec Inc. furnish and apply Reclamite Preservative Seal to a number of streets as well as at the police department and Oakwood Cemetery. The streets include Center, Harrison, Market streets; Lydia Drive; Sassafras Court; Poplar and Cherry streets; Beechnut Court; Mariners Drive; Dausha and Connors Court. Total cost for the service is $113,062.56, with $103,055.28 for street; $1,367.28 for police and $8,640 for the cemetery.
Beeler said Rejuvtec is the sole provider of the product.
• City of Warsaw Parks and Recreation Department to give $3,500 to Winona Lake Warsaw Independence Day Celebration Inc. for the July 2 fireworks.
Superintendent Larry Plummer said the annual Warsaw and Winona Lake fireworks used to be done by Dr. Dane Miller and John Elliott but now has been taken over by the Warsaw Community Development Corporation, which formed its own 501(c)(3) organization to collect donations for the fireworks.
Plummer said it’s always been in his budget to support that fireworks show.
• Closing the north/south alley from East Market Street to the train tracks from 8 a.m. to 4 p.m. June 20-24 for Warsaw Evangelical Presbyterian Church’s Springhill Day Camp.
• Closing a portion of East Market Street from 2 to 10 p.m. July 1 for First Friday. The portion is between Park Avenue and the alley west of Wood Street, and includes Tamarack Street and two side alleys.
First Friday will be on East Market instead of downtown Warsaw for the July First Friday, Warsaw Police Department Lt. Kip Shuter said.
Assistant City Planner Tim Dombrosky said First Friday was being moved for July for a “Stellar Celebration” as the city is a finalist for the state’s Stellar Communities initiative.
“We’re demonstrating some of the Stellar projects this First Friday, including some of the park projects, transportation projects, so we’re moving them to the relative area where the projects will be,” Dombrosky said.
• The new hires and change in payroll report as presented by Jennifer Whitaker, human resources director.
She told the board Trent Stamper’s one-year probationary status on the fire department is ending. He will officially be sworn in at the July 1 Board of Works meeting. His bi-weekly salary is $1,792.55, effective Sunday.
Two new firefighters also are coming on board on probationary status, Quinten Stamper and Joel Shilling. Their bi-weekly salaries will be $1,774.80, effective Sunday.
Other employee changes include Dana Hewitt as code enforcement officer for the Building and Planning Department, full time, $21.02 hourly, effective Sunday; George Music, equipment operator, street department, $16.75 hourly, effective June 27; David Neace, refuse driver, street department, $17.25 hourly, effective June 19; and Hunter Hyden, maintenance tech, wastewater treatment utility, seasonal help, $9.50 hourly, effective Sunday.
• A special claim from Oakwood Cemetery sexton Hal Heagy for $21,766.25 for the purchase of a new vehicle for the cemetery.
