Permit Fees Approved, Officer Sworn In

A representative from the Indiana State Fire Marshal’s office was in town Friday to discuss permits and capacity for renting and leasing Warsaw Parks facilities.
Jim Straw, representing the State Fire Marshals office, inspected Glover Pavilion staging area in preparation for Friday night’s Blues and Barbecue concert.
He found the facility met state safety standards. He also attended Fridays morning’s Warsaw Board of Public Works and Safety meeting to discuss the capacity and rental permit for the Glover Pavilion.
Straw said he thought there was a discrepancy in the entertainment permit for occupancy load allowed to rent Glover Pavilion.
The current permit states a capacity of 50 people is allowed with a $99 permit fee per year to the city for those that occupy underneath the pavilion.
However, Straw said he felt the capacity permit for Glover Pavilion needs to be  a higher dollar amount because the permit should address the capacity not only under the pavilion, but as well as for seating in the grass area.
Board member Charlie Smith made the motion to amend the permit fee for Glover Pavilion to be $272 a year to cover 10,000 people or more, seconded by board member Jeff Grose.
Grose said he understands the state and federal government has rules, but he did not understand the language in the permit.
Straw said he will wait on the state fire marshal’s office to determine the appropriate fee for the Glover Pavilion rental.
Larry Plummer, Warsaw parks superintendent, said he will contact the state fire marshal’s office Monday to make sure the amendment for the city’s permit fee for Glover Pavilion meets state guidelines.
“We never have any more than 50 people under the pavilion at one time so that is why the number was put in the permit,” Plummer said.
Plummer said the capacity of 50 people does not include those who use the grassy area in Glover Pavilion.
The board also approved yearly permit fees for the city for Pete Thorn Center at $134; Pike Lake Fireman’s Building at $134; Nye Youth Cabin at $99 and Center Lake Pavilion at $134.
In other business, the board tabled approving a request to lower the city’s itinerant merchant permit fee to allow Alisha Clayson to open a shaved ice business at the corner of Indiana and Fort Wayne Streets.
Warsaw City Council will review the topic at its July 16 meeting.
Also during the meeting, the board tabled a request from the street department to construct a 50 by 80 foot building to house garbage packer trucks.
Lacy Francis, street superintendent, requested the request be tabled to clarify language on one of the quotes.
The board approved a $90,000 bid for 809 Steel Workers Union to purchase the Boggs Building.
The board also approved a request from the street department to replace a 1997 loader for $55,271 from Southeastern Equipment Company to move salt.
The board approved a request from Oakwood Cemetery to purchase a mower from Bobcat of Warsaw for $9,698. The cemetery will trade in its 2007 John Deere.
The board approved Warsaw Parks Department purchasing a $19,999.18 2012 Chevrolet truck from Lakeside Chevrolet. A 1990 Chevy truck will be traded in that has 100,000 miles and is running in poor condition.
The board approved a $320 music license agreement with Broadcast Music for copyrights for music for concerts, events and programs.
Thallemer swore in Trenton Shively, Warsaw Police Department officer, who served with the Plymouth Police Department for four years. He has been with WPD for one year, and now is off his probationary period.
The board also approved hiring Ross Minear as a probationary police officer with WPD.
The board approved a $45,859.18 contract with J & K Communications to replace an antenna tower at Warsaw Fire Department’s Station One.
The board approved a $138,777.30 payment to Harold McComb & Son Inc. for work done on the new city hall.
