A WPD accident report states that Elizabeth McCullough, 32, of Peru, Ind., was traveling north in a black 2014 Chevrolet Equinox on Commerce Drive and was stopped at the intersection at U.S. 30 for a stop sign. She told officers she was between the Marathon gas station and Lake City Bank.
McCullough said she had her right turn signal on and had checked right to ensure nothing was in the roadway. She then checked left and then proceeded onto U.S. 30.
Immediately when she pulled out onto U.S. 30, she saw a person in the right lane of travel. McCullough said she struck the pedestrian – later identified as Coulstring – which caused Coulstring to flip into the left lane of travel. McCullough said her SUV hit Coulstring with the left front bumper area.
McCullough said when she stopped, she believed she saw and heard at least one other vehicle – but possibly two – hit or run over Coulstring. She believed the first vehicle was a truck and the second might have been a car but she was not sure.
Coulstring suffered numerous injuries and was pronounced dead at the scene.
McCullough consented to a blood draw.
The Kosciusko County Fatal Alcohol Crash Team arrived on scene and began its own investigation, according to the accident report.
Edward A. Cochran, 53, of Pierceton, said he was traveling east in his car on U.S. 30 and was in the right lane of travel, approaching the first intersection of Commerce Drive. He saw multiple vehicles on the right shoulder with their four-way flashers on. He said it was a dark area of the highway and there was traffic in the left lane. He also saw what he thought was either a pile of clothing or a trash bag in the middle of the road where the vehicles were pulled off on the shoulder.
The accident report states Cochran could not advise if there was a vehicle traveling in front of him. He said he ran over the item in the roadway over but then pulled over near where another vehicle had pulled onto the right shoulder.
He said he got out of his car and began walking toward the intersection to see what the item was. No one standing on the side of the road said anything to him and Cochran said the item in the road looked like a pile of clothing. He also said no one was attempting to retrieve the item in the road.
