Orchard Ridge Opts For Annexation

Orchard Ridge Apartment owners will opt for voluntary annexation, Warsaw city planner Jeff Noffsinger told city council members Monday.

The complex has six apartment buildings and 100 apartments. It is located on old U.S. 30.

Noffsinger said he had received an e-mail from attorney Steve Snyder, who represents Sterling Management, the corporation that owns the building.

According to Noffsinger, Sterling Management plans to petition for voluntary annexation.

The latest in a series of in-lieu-of- annexation agreements with Orchard Ridge expired today and was not renewed by the Warsaw Board of Works Friday.

Since 1989 the apartment complex has received sanitary sewer service and paid one-half the city tax rate, $10,673.74, annually.

Twelve years ago the city had no contiguous property near the development; now the city borders it. When the buildings were constructed the city desired this type of housing in this location enough to extend the sewer system.

Noffsinger indicated the managers understood the city would take over the lift station. They agreed to provide a survey, a road from Old Road 30 to the lift station and an asphalted access area.

Lacy Francis, street department superintendent, said there were a few other things he wanted, like specifications on the lift station and its pumps and the location of the force main that used to extend from the former Pete's Bar and Grill.

The council indicated these items would be put in the annexation agreement.

In other business the council:

• Reviewed the building department's January permit summary, showing one permit issued for a new home, nine for manufactured homes and two for remodeling or additions. Two new construction permits were issued for commercial buildings (Wal-Mart Super Center and Trautman Ice Cream Shop) and five for remodeling and additions.

Construction costs for residential housing totaled $573,700 and for commercial buildings, $6,351,378.

• Approved an additional $10,000 appropriation for the bikeway project.

• Received a 2001 board and commission members list.

• Approved transfer of a $733.50 insurance payment to replace a Central Park light pole from the general fund to the park repairs fund to pay Kendall Electric for the replacement lamp.
