Whoever was responsible for hiring the paving company for Old 30 should have consulted the paving firm who did New 30. What a world of difference between the two.
Although, in fairness, I'm assuming that what happened is that Old 30 is a free, experimental job because no one in their right mind would pay for such poor quality workmanship, let alone expect the taxpayers to do it.
