NOTICE OF HEARING TO: WINONA LAKE SEWAGE USERS, PROPERTY OWNERS SERVED BY THE SEWAGE WORKS, AND OTHER INTERESTED PERSONS. NOTICE IS HEREBY GIVEN that on the 11th day of January, 2011, Ordinance Numbered 2011-1-1, entitled Sewage Rates Structure Ordinance, An Ordinance Amending Ordinance Number 2011-1-1 Fixing the Schedule of Rates and Charges for the Sewage System, and Making Other Provisions for the Sewage Works, which Ordinance establishes fees under I.C. 36-9-23-25, will be introduced before the Town Council of the Town of Winona Lake, Indiana. YOU ARE FURTHER HEREBY NOTIFIED, that on the 11th day of January, 2011, at 6:15 p.m., at the Winona Lake Town Hall, 1310 Park Avenue, Winona Lake, Indiana, the Town Council of the Town of Winona Lake, will hold a public hearing upon said Ordinance. Users of the Sewage Works, owners of property served or to be served by the Sewage Works, other interested persons, and any member of the general public may be heard concerning the proposed fees. The proposed schedule of fees is as follows: RATE STRUCTURE Unmetered Monthly Rates Flat Monthly Rates Unless Otherwise Noted 1. Single Family Residential Dwelling Units 36.00 for each unit 2. 10D Single Family Residential Units: 36.00 for each unit (5 persons constitute one unit) 3. Mobile Homes 36.00 for each unit 4. Rooming House Room 7.80 for each room 5. Bed and Breakfast; Dormitory 36.00 plus 7.80 for each Room 6. Offices, store, shops, etc. 36.00 for first two employees plus 7.80 per person over two 7. Service Stations 76.00 8. Self-Service Laundries 26.50 per machine 9. Restaurant 76.00 plus 3.00 per seat over twenty 10. Schools 3.00/student Hotels, Motels, Institutions, Publishers, and General Manufacturers based upon measured water usage as follows: First 2,000 gallons per month 15.40/thou. gal. Next 8,000 gallons per month 15.90/thou. gal. Next 30,000 gallons per month 8.75/thou. gal. Next 60,000 gallons per month 6.30/thou. gal. Over 100,000 gallons per month 5.00/thou. gal. MINIMUM CHARGES Water Meter Size Minimum Charges 3/4" to 5/8" 51.00 1" 117.00 1 1/4" 190.00 1 1/2" 315.00 2" 385.00 3" 570.00 4" 945.00 Other As determined by negotiation with the Town Council Dishonored Checks In addition to those fees, the Ordinance provides for a surcharge of Twenty Dollars ($20.00) or Five Percent (5%) of the check for any dishonored check, a reading service fee of Ten Dollars for failure to turn in meter readings, a tap fee of Two Hundred Dollars ($200.00), imposes duties for reporting changes in classifications, with a Two Hundred Fifty Dollar ($250.00) penalty for failure to report, and provides for interest upon delinquent user fees in the amount of one and one-half (1.5%) per month. The hearing may be adjourned from time to time, but after the hearing, the Town Council shall adopt or modify the Ordinance as is provided by I.C. 36-9-23-26.
