PUBLIC NOTICE Date: July 11, 2016 State Revolving Fund (SRF) Loan Program Categorical Exclusion (CE): Town of North Webster, Kosciusko County, Tippecanoe Township, PER Addendum #1: Wastewater Improvements Project; SRF Project WW 14 26 43 01. To all interested parties: this is notification that the Town of North Webster Addendum #1 - Wastewater Improvements project is categorically excluded from substantive environmental review. The SRF is submitting the CE for public notice. This addendum was based on change order (CO) #1 that identified several changes to the approved project to help reduce costs. One of these changes involves the installation of a new 12-inch gravity sewer using the open cut method in lieu of pipe bursting an existing 10-inch gravity sewer to a 12-inch sewer. This particular change was subject to environmental review prior to initiation of construction. The new 12-inch gravity sewer will be installed on the east side of Blaine Street rather than on the west side to avoid utilities. Two route alternatives were evaluated for installing the 12-inch line for the northern portion of the new sewer alignment. The first alternative involves installing the new 12-inch sewer in the same trench as the existing sewer located adjacent to Kuhn Ditch. The second alternative entails installing the new 12-inch sewer across a ball park which avoids utilities. The latter alternative is preferred provided it will not cause additional costs due to environmental requirements or delay construction. The other changes in CO #1 include: making modifications to Lift Station #10 (i.e., relocating the new valve pit ten feet south of the existing wet well so that access to the dry pit pumps will be accessible during construction, placing 3.5 feet of grout in the bottom of the existing wet well instead of removing the concrete fillet in order to provide a level surface for the new submersible pumps, and raising the elevation of the gravity line entering the wet well); replacing the pumps in Lift Stations Nos. 3, 8 and 9 with pumps manufactured by another supplier; and changing the pipe material for the new force main from a 10-inch polyvinyl chloride pipe to a 12-inch high density polyethylene pipe. The No Action alternative was rejected because without the aforementioned changes the originally approved project would remain the same and the costs would still be higher. The town closed on a loan through the State Revolving Fund Loan program on December 9, 2015 in the amount of $3,445,000. The estimated cost for these changes will help reduce the cost of the total project by $168,416.
