North Webster Signs Knapp Lake Agreement, Hires Engineer

NORTH WEBSTER – Town Council signed an interlocal agreement Tuesday over North Webster’s joint project with the Knapp Lake Regional Sewer District. The town signed what they called an agreement to agree with the Noble County district in August 2013, as part of a project now six years in the making. Under the plan, North Webster will provide wastewater treatment for about 200 Knapp Lake RSD customers once the district hooks up to North Webster’s system. The district will pay for the necessary infrastructure, which North Webster will maintain. “It’s been going on long enough, we’ve been beating it around,” Councilman Jon Sroufe remarked before moving to vote on the interlocal agreement. Council also voted Tuesday to formally hire Triad Associates Inc. as engineer of record for their half of the project. They held the vote after some discussion on whether or not they had met the requirements for a procurement process in soliciting bids from other firms. The town first approached Triad in November after hearing it submitted the lowest of three quotes for engineering work. Also Tuesday, council approved a $1.33 million budget for 2015, a drop of $51,000 from this year. And council heard that two abandoned properties in town, at 316 and 320 East Washington Street, will be repaired and cleaned soon after sitting vacant for two or three years. Attending the meeting were several residents who wanted to know if anything was being done, and Dennis Meyer with Meyer and Werker Construction, who said he had been hired by the property owner to do the work.
