North Webster Man Arrested after Accusing Officer of Kidnapping

A North Webster man was arrested Monday morning after accusing a North Webster Police officer of murdering a missing Tennessee woman.
Michael Roy Wiggins, 32, of 35 EMS W26 Lane, told Tennessee law enforcement that he had information into the disappearance of Holly Bobo, 22, from Darden, Tenn. Wiggins accused officer David May of taking his department squad car to Tennessee, abducting Bobo using tranquilizers, murdering her, and then burying her body on a farm in rural Kosciusko County.
Detectives with the Kosciusko County Sheriff’s Department were contacted in May regarding an investigation into allegations made against May.
North Webster Town Marshal Greg Church told detectives that he had been contacted May 30 by the Tennessee Bureau of Investigations.  Tennessee law enforcement officials stated that they were emailed information by Wiggins earlier in the month.
Detectives began the investigation and verified that May was on duty taking calls on the date indicated by Wiggins. The investigation revealed that May’s mileage did not substantiate the accusations.
Bobo disappeared in April 2011 from her Tennessee home.
Wiggins had been previously arrested in October 2011 by May on charges of operating a motor vehicle while intoxicated, and last month on charges of driving while license suspended, just eight days prior to his email to Tennessee police.
Detectives concluded that Wiggins’ actions were in revenge against May and arrested him Monday on felony charges of obstruction of justice – making/using false record and felony false informing – alleging officer misconduct. Wiggins is currently being held in the Kosciusko County Jail on a $100,000 bond.  
The Kosciusko County Sheriff’s Department was assisted in the investigation by detectives from the Tennessee Bureau of Investigations and the Kosciusko County Prosecutor’s Office.
