NORTH WEBSTER COMMUNITY PUBLIC LIBRARY, KOSCIUSKO COUNTY, INDIANA, CONCERNING THE POSSIBLE CONSTRUCTION OF A NEW LIBRARY BUILDING
The citizens of the North Webster Community Public Library, Kosciusko County, Indiana (the “Public Library”), are hereby notified that the Library Board of the Public Library (the “Board”) is considering (i) the acquisition from the North Webster Community Center, Inc. of the southern portion of the property on which a portion of the existing North Webster Community Center located at 301 North Main Street, North Webster, Indiana, is currently located and the real property on which such southern portion of such building is located and a portion of the real property surrounding such southern portion of such building (collectively, the “Library Acquired Property”), (ii) the demolition of the southern portion of the North Webster Community Center and facility improvements on the southern exterior of the remaining portion of such building as a result of such demolition, (iii) the construction and equipping of a new library building on a portion of the Library Acquired Property, which upon completion will replace the existing library building operated by the Public Library, (iv) other miscellaneous facility improvement and equipping projects and (v) one or more projects related to any portion of the project listed in clause (i) through and including (iv)(clauses (i) through and including (v), collectively, the “2019 New Library Building Project”).
All of the 2019 New Library Building Project will be financed (a) by issuing one or more series of general obligation bonds, (b) from money currently on deposit in the Public Library’s library improvement reserve fund (the “LIRF”), and (c) from grants or donations received by the Public Library that may be used to pay a portion of the costs of the 2019 New Library Building Project. Notice is hereby given by the undersigned that the Board will, on October 17, 2018, at 4:30 p.m. (local time), at the Library, which is in the North Webster Community Public Library located at 301 North Main Street, North Webster, Indiana, conduct a public hearing (1) to explain the potential value of 2019 New Library Building Project to the Public Library and the community, (2) appropriating the proceeds of such general obligation bonds and the interest earnings thereon for the 2019 New Library Building Project, and (3) appropriating the money in the LIRF for the 2019 New Library Building Project. At the hearing the Board will also hear objections to and support for all or any portion of any or all of the 2019 New Library Building Project from the general public.
All interested parties are entitled and encouraged to attend to present their testimony and ask any questions relative to all or any portion of any or all of the 2019 New Library Building Project.
Subsequent to the public hearing, the Board expects to consider adoption of (a) a resolution appropriating the principal amount of the general obligation bonds and interest earnings thereon with respect to the 2019 New Library Building Project in an amount not to exceed $4,620,000, and (b) a resolution appropriating money in the LIRF with respect to the 2019 New Library Building Project in an amount not to exceed $380,000.
