NORTH MANCHESTER – Manchester Town Manager Dave Schoeff resigned Monday. He sent a letter announcing his resignation to Jim Smith, council president, according to Smith. Schoeff has served with the town since October 2014. Plans for replacement have not yet been determined, Smith said. "After an assessment of the needs and direction of North Manchester by town council and discussions with Dave, he chose to resign his position of town manager,” Smith said,
