North Manchester Seeks Storm Water Project Funding

NORTH MANCHESTER - North Manchester is looking into finding funding for a $1.2 million storm water project.
Wednesday night, the North Manchester Town Council held a public hearing for a $600,000 grant application to help fund the project, which would alleviate flooding in the town.
The grant is from the Office of Community and Rural Affairs, and the application is due Oct. 22. The grant will be awarded in December.
The project would add storm water sewers on Mill Street from Main Street to Sixth Street. The storm sewers would drain Mill Street and a block in either direction east or west. The pipes will be sized so the system can be extended in the future.
The storm sewers would alleviate flooding and standing water and remove the drain connections to the sanitary sewers to reduce overflow into the rivers during times of high water volume.
The town also plans to apply for a $500,000 grant from the Environmental Protection Agency to help pay for the project as well.
In other business, the council:
n Heard a slurry seal has been applied to a three-block section of College Avenue. The 1/4-inch emulsion contains steel and limestone chips. The cost to apply the seal is about half the cost to repave streets, and if it works, the town may look into using it on some other streets as well.
n Gave permission for Clerk-Treasurer Carrie Mugford to advertise the budget with a 3-percent salary increase for town employees. The salary increase has not been approved, but it must be in the budget for the salary ordinance to be considered in December. If the funds are available in the budget, the council would like to give town employees a 3-percent wage increase.
Manchester Town Council members are Chris Garber, president; Laura Rager; James Smith; Thomas Dale and Diane Haupert. Haupert was absent from Wednesday's meeting.
