NORTH MANCHESTER – At Wednesday night’s meeting, the town council held public hearings for the 2021 budget and approved street closures for October’s Harvest Fest.
On second reading of general ordinance No. 1, the council approved trash fee increases. This information is available on the town’s website.
Nancy Alspaugh, from the North Manchester Historical Society, addressed the council and requested annual support of $10,000 from the town. Alspaugh said the Center for History’s recent Crossroads exhibit drew over 450 visitors, many of whom traveled from outside Wabash County.
The 2021 budget for North Manchester, as outlined in the notice to taxpayers, totals $4,688,174 with a general fund of $2.2 million. Hearing no public comment, the council approved the budget and the additional appropriations resolution.
The council heard from Diane Randall, director of North Manchester Public Library. Due to stipulations of Indiana Senate Bill 410, a library must acquire a declaration from its fiscal body acknowledging responsibility in the event of a binding review from the state. Council President Allen Miracle signed this declaration acknowledging that the town of North Manchester is NMPL’s fiscal body.
The Harvest Arts Festival will take place Oct. 3 from 6 a.m. to 8 p.m. The council approved street closures for the following: North Market Street from Ind. 114 to 4th Street, East 2nd Street from Market to Walnut Street, West 2nd Street from Front to Market Street and South Street from Ind. 114 to Sycamore Street.
Miracle read the Constitution Week proclamation, as requested by the Frances Slocum chapter of the Daughters of the American Revolution, Constitution Week is Sept. 17-23.
Town manager Adam Penrod said the street crews are making good progress on the Wayne Street project, which should be completed within two weeks.
