Six out of seven non-profit organizations requesting funding from the Warsaw City Council for 2008 Monday asked for increases.
Warsaw city councilmen and non-profit organization representatives met Monday to discuss the 2008 proposed budgets.
The council previously heard 2008 proposed budget requests for city department budgets at a budget workshop Aug. 14.
A public hearing for the budget will be held during the Sept. 4 Warsaw City Council meeting. The state requires the budget to be adopted by Sept. 30.
Asking for increases in 2008 were Warsaw Community Development Corp., Warsaw Housing Authority, Animal Welfare League, Kosciusko Area Bus Service, Kosciusko Development Inc. and Cardinal Center's Sus Amigos.
The City-County Athletic Complex request for 2008 remained at $34,000.
WCDC requested the largest increase from the city for its 2008 budget. The organization is asking the city for $20,000 in 2008. The organization asked the city for $12,600 for 2007.
WCDC President Clint Pletcher said the increase is attributed to maintenance on the Comstock House. He said the house has a broken broiler that was noticed during an inspection and will need to be replaced. He also said the organization has already had to pay $6,000 out of pocket for maintenance on the home.
Mayor Ernie Wiggins said the council could consider looking into its rainy day fund to help with the WCDC budget for 2008.
WHA is requesting $30,000 for 2008, an increase from the $25,000 approved in 2007.
The increase is attributed to the organization hiring an inspector to assist Kennedy with administering weatherization kits to residents. The payroll has increased $5,368 from 2007.
Kennedy also said Housing Opportunities of Warsaw is requesting $25,000 from the city for Realtor Renea Sayler to provide foreclosure counseling to residents. Kennedy said HOW has applied for a grant for counseling to teach residents how to avoid foreclosures on their home. Sayler has completed one of three training sessions required by the state to be certified in foreclosure counseling.
Kosciusko Area Bus Services is requesting the city continue to support the organization with $18,500 and are asking for a capital match of $7,600 for a total of $26,100.
The capital match will be used to replace one city bus that has 100,000 miles. The proposed new bus costs $38,000 and will be used in Warsaw. It holds 18 passengers, two wheelchairs and will replace a bus with more than 150,000 miles.
The Animal Welfare League is requesting $16,500 for 2008. This is a $500 increase from the $16,000 amount for 2007.
Cardinal Center Sus Amigos is requesting an increase from Warsaw for a total appropriation of $17,500 to support the program. Sus Amigos helps people with assistance with legal and immigration issues and employment, health and housing. The amount will sustain current operations.
KDI is requesting the city provide $5,750 in funding for 2008. This is a $750 increase from the $5,000 approved in 2007.
KDI will ask the county government for $47,180 for 2008, which is an increase from the 2007 funding. KDI promotes the economic growth of Kosciusko County.
The council also reviewed the clerk's office, mayor's office and common council budgets that were not discussed at the Aug. 14 budget workshop.
The clerk's proposed 2008 budget for 2008 is $258,583. The mayor's office proposed budget is $114,394. The common council proposed budget is $1,023,098.
Present were Wiggins and council members Joe Thallemer, Jeff Grose, Charlie Smith, George Clemens, Jerry Patterson and Bill Rhoades. Councilman Bob Morrison was absent.
