Neighbor's Animals

I am writing because over the last four years my neighbor has willfully let his dogs and livestock on my property.

I have asked said neighbor to please keep his animals on his side of the fence. But this seems to fall upon deaf ears. His sheep constantly jump the fence and graze on our land. His dog is always either in our field, or lying right outside our dog run (again, on our property), driving our dogs crazy. We ride four-wheelers and dirt bikes on my land, and I'm afraid that eventually someone is going to get hurt.

Can someone tell me what my options are?

We have called animal control on two occasions. On both occasions, I was told that we had to put up a fence to keep the neighbors livestock off of our property. (He did not even entertain the complaint about the dog.)

This is totally ridiculous. If I have a vicious dog and it goes to the neighbor's house and kills someone, is it his fault because he did not have a fence to keep my dog off of his property? If this is truly some kind of old law, then it needs to be taken off the books and updated.

Can someone enlighten me to what the law concerning these matters actually states? Don't I have any rights as a property owner?
