REQUEST FOR PROPOSAL CITY OF NAPPANEE, INDIANA
    Nappanee is accepting proposals from interested developers to assist with implementation of their NSP3 Award. In order to assure compliance with federal procurement regulations and related requirements regarding competitive negotiation of NSP Developer services, the City of Nappanee is seeking Proposals for the provision of the services described below relating to implementation of Nappanee's Neighborhood Stabilization Program. The program will be implemented generally within the portion of the City which lies within Elkhart County.
Description of Services Needed
    Developer services will include; acquiring Vacant, foreclosed and abandoned properties, Rehabilitation, demolition, or redevelopment (new construction); and disposition of NSP assisted properties either to income qualified homeowners or thru leasing to income qualified tenants. The contracts will include activities and services required for compliance with Federal NSP regulations including Appraisal services, environmental reviews, lead (and environmental hazard) testing and abatement, demolition, construction, homeowner counseling, income qualification, property maintenance, and property disposition.
Type of Contract
    The City of Nappanee will execute a contract or contracts with developer(s) that may include several as yet unidentified properties. . All services will be delivered for an agreed upon fixed price. Prices for identified tasks should be included in your proposals. Prices for variable or unknown costs (ex rehabilitation costs) will be subject to cost limits in the NSP Action plan and Policies and Procedures Manual.
Federal Requirements
    Prospective offerors should note the successful proposer must provide performance and payment bonds, must carry insurance (including Worker's compensation and employee liability, Auto insurance for injuries on job site, Comprehensive public liability, and Property damage). The successful proposer must also meet the following terms and conditions:
    1. 24 CFR Part 85 (parts)
    2. Title VI of the Civil Rights Act of 1964.
    3. Conflict of Interest (24 CFR Part 570).
    4. Access to records.
    5. Executive Order 11246 - Equal Employment Opportunity
    6. Executive Order 12138 - Women Business Enterprise Policy.
    7. Architectural Barrier Act of 1968. '.;
    8. Age Discrimination Act of 1975.
    9. Section 3 Clause - Housing and Urban Development Act of 1968.
    10. Section 504 - Rehabilitation Act of 1973.
    11. Retention and Custodial Requirements (24 CFR Part 85.42).

Proposal Content
    A detailed Request for proposal along with the Policies and Procedures Manual which includes the Action plan is available on the City's website at http://nappanee.org/faq.html#Projects. Interested bidders should review copies of these documents.
The proposal should include the following:
    1. A description of expertise, experience and resources directly relevant and available for the proposed project.
    2. A list of similar projects previously completed.
    3. A list of references with contact information.
    4. Resumes of professional staff members that will work on this project.
    5. Name of person to be in charge of project.
    6. Description of scope of services as per "Description of Services Needed" and proposed prices and fees as per "Type of Contract and activity".
    7. A project time line.
    8. A brief (1-2 paragraphs) executive summary of the proposed project with total proposed budget and description of beneficiaries (to be read aloud at the proposal opening)
    The proposal shall also provide the following information: name, title, address and telephone number of individuals with authority to negotiate and bind the proposer contractually, and who may be contacted during the period of proposal evaluation.
Award of Contract
Proposal Evaluation criteria shall include:
    1. Applicant Capacity and specialized experience or technical expertise of the organization and its personnel in connection with the scope of services to be provided and complexity of the project; Including past record of performance on contracts, including quality of work, timeliness and cost control (30%)
    2. Readiness to Proceed and Capacity of the organization to perform the work within time limitations, taking into consideration the current planned workload of the firm. (35%)
    3. Familiarity of the organization with this type of project and local resources, suppliers and service providers, NSP regulations, and issues applicable to the project. (25%)
    4. Cost. (10%)
    If you are interested in providing the required services, please note that 5 (5) copies of the Proposal of each prospective organization must be received by the City of Nappanee, attention Clerk-Treasurers Office; 300 W Lincoln Street, Nappanee, IN 46550 by 10 am March 20th 2012. Each Proposal will be reviewed for completeness and clarity according to the above criteria and the detailed RFP available at Nappanee.org. Interviews are expected to be held during the week ending March 30th, 2012.
    The City may or may not negotiate the fee schedule with one or more offers. Negotiations are expected to be concluded the first week of April. The City reserves the right to reject any and/or all proposals, or to make such combination of proposals as may seem desirable, and to waive any and all formalities. The successful proposer must not be debarred, suspended, or otherwise be excluded from or ineligible for participation in federally assisted programs under Executive Order 12549.
