NOTICE TO BIDDERS OF REQUEST FOR PROPOSALS FOR REDEVELOPMENT OF  FORMER SERVICE STATION IN NAPPANEE, INDIANA
    Notice is hereby given that the City of Nappanee Redevelopment Commission will receive sealed proposals for the sale and purchase and redevelopment of the former service station property located at 452 East Market Street in Nappanee, Indiana.  Proposals are to be submitted in sealed envelopes addressed to the Nappanee Redevelopment Commission, Attention: Jeff Kitson, Director, 302 W. Market Street, Nappanee, Indiana 46550.  The envelope shall be clearly marked “Proposal for Redevelopment of Former Service Station at 452 East Market Street in Nappanee, Indiana.”  A non-collusion affidavit shall be executed and provided with the proposal.  A bid bond is not required.  It is the sole responsibility of the bidder to see that the proposal is received at the designated date and time.  Enclose three (3) identical copies.  Proposals are due on the 28th day of April, 2015 at 7:15 a.m.  Any proposal received after the designated time will be returned unopened.  Amendments may be submitted at a later date only if solicited by the Nappanee Redevelopment Commission.  
    The Nappanee Redevelopment Commission is interested in receiving proposals of bidders who are interested in purchasing and redeveloping the former service station site and to provide a quality redevelopment project and concept which is compatible with the surrounding area.  The bidders should thoroughly examine and be familiar with the Request for Proposals and the Site.  The Request for Proposals is on file at the offices of the Nappanee Redevelopment Commission and may be seen there and may be picked up there at 302 West Market Street, Nappanee, Indiana 46550.  The Request for Proposals is hereby incorporated by reference in this Notice.  Bidders are advised that the Site is subject to environmental requirements and conditions that must be complied with by the Nappanee Redevelopment Commission for the sale and purchase to occur and by the ultimate purchaser/owner/builder/ developer/user.  For those bidders that may desire to rehabilitate and reuse the existing building on the Site, which was a former service station, the Nappanee Redevelopment Commission has available preliminary drawings, a floor plan, and a site plan showing an example of how the former service station could look after rehabilitation and restoration to its former condition as a service station in the 1960s and 70s.  A proposal, however, does not require the rehabilitation and reuse of the existing building.  Indiana Landmarks has advised that the building is not an historical structure and may be removed or demolished.  
    All proposals made in response to the Request for Proposals must remain in effect for a period of at least ninety (90) days after the proposals are opened.  Any proposal accepted by the Nappanee Redevelopment Commission for the purpose of contract negotiations shall remain valid until superseded by a contract or until rejected by the Nappanee Redevelopment Commission.  The Nappanee Redevelopment Commission reserves the right to waive any irregularities and informalities in the proposal process and to reject any or all proposals.  Any proposal submitted by a trust must identify each beneficiary of the trust and each settlor empowered to revoke or modify the trust.  
    The Nappanee Redevelopment Commission will evaluate all proposals.  A contract will be awarded to the responsible bidder whose proposal is determined in writing to be the most advantageous to the Nappanee Redevelopment Commission taking into consideration the price offered, design, end use, the quality of the proposed redevelopment, response to desired aspects contained in the Request for Proposals, demonstrations, financial capability, and all other elements of the evaluation criteria.  Such determination shall be made by the Nappanee Redevelopment Commission and shall be final and conclusive.  Price is an important consideration but no more important than other evaluation factors.
