Nappanee Board Of Works Receives Oakland Trail Bids

NAPPANEE – Nappanee Board of Public Works and Safety members received bids for the Oakland Trail project Monday, but one quote came in at 3:31 and had to be disqualified.
Clerk-Treasurer Jeff Knight said by state statute they have to disqualify any bid returned late and send it back unopened.
Knight opened the other bid from Michiana Contracting, Plymouth, with a base bid of $1,358,977.76. There were two alternates – one for an addition of more golf course netting and poles at a cost of $143,000 and the second a deduction of $35,473.63 for less expensive light fixtures.
The Oakland Trail project will widen the existing trail to 10 feet wide and includes landscaping and lighting.
The board moved to take the bid under advisement and make a decision at the Jan. 10 meeting.
The board also approved specifications and plans and authorized bidding for the Miriam Street project. Mike Reese, of The Troyer Group, explained that this is a project with Community Crossing funds and will include roadway replacement and curbs from Stahly Drive and will continue to a pedestrian bridge across Berlin Court Ditch. He said there’ll be an alternate for mudding improvements.
Bids are due back for the Jan. 24 meeting with construction scheduled to begin March 3 or 4.
The board approved several 2022 agreements including an “on-call” agreement with Emans Engineering for storm water. The contract is at an hourly rate not to exceed $20,000.
They renewed the annual contract with Borden Waste for trash collection. Mayor Phil Jenkins, who attended the meeting virtually, said they were in year nine of a 10-year contract. He said at the time of the contract there were 24,000 residential units and now there are 87 more plus additional dumpsters downtown. The cost for the contract for 2022 is $388,713.96.
A representative from Borden’s was present and Board member Wayne Scheumann told him, “I appreciate your guys – I know they work hard in nasty weather and crazy hours so I appreciate all the work they do.”
Jenkins agreed and said, “Borden’s been a good partner to the city of Nappanee.”
The board also approved an agreement with Lawson-Fisher for consulting on Community Crossing grants at a cost not to exceed $24,690.
The board approved the 2022 agreement with the Redevelopment Commission and Chamber of Commerce through Kitson Development. Jenkins said the independent contractor agreement is a 10% increase over last year’s due in part to increased insurance costs. The 2022 contract, including salary and benefits for Kitson and two employees, is $114,691.96, payable bi-weekly for 26 pay periods of $4,411.23.
The agreement with the city attorney also was increased by $5 an hour for an hourly rate of $155 for Kindig & Sloat and attorney Brian Hoffer and a monthly payment of $620, payable from two different funds.
The agreement with Family Christian Development Center remains the same at $20,000 for 2022.
Jenkins said, “FCDC has been an integral partner with the city.”
The 2022 agreement with the Boys and Girls Club also remains the same at $125,000.
In other business, the board:
• Approved partial pay #4 to R Yoder Construction for $30,060 for South Park project.
• Approved task order for Commonwealth Engineers in the amount of $21,450 for design work associated with water and sewer for development by the high school.
• Approved partial pay #6 to Caldwell Tank for $65,822.17 for new water tank at airport.
• Approved having Police Chief Steve Rulli purchase squad cars from Fletcher Chrysler for $115,660 to avoid price increase.
• Approved promoting Chris Waddell from probationary to first class patrolman for Nappanee Police Department, effective Dec. 5.
• Approved going out to bid for sewer work on Centennial Street and West Market with bids opened Jan. 24.
• Approved changing the date of the next Board of Works meeting from Dec. 27 to Dec. 20 at 3:30 pm.
