Milford Signs Fire, EMS Contracts

MILFORD - Three contracts and three ordinances were approved and signed at the Milford Town Council meeting Monday.

The first contract signed was an interlocal agreement between the town and VanBuren Township for fire protection. The other two contracts were between the town and the fire department and EMS for services.

Ordinances approved included one for transfers, a salary ordinance and appointments for the town.

A total of $12,052.20 was transferred to the general fund and $1,077.11 was transferred to the motor vehicle highway fund.

Salaries and appointments approved include up to $23,304 for deputy clerk treasurer Shanna M. Maust; up to $39,109.68 for town marshal David A. Hobbs; up to $42,459.84 for utilities commissioner Dallas L. Winchester II; up to $2,500 for town attorney Jay Rigdon; $28,598.40 for the clerk- treasurer; and an annual compensation of $3,000 each for the town council.

Other appointments include Robert Beer to the Kosciusko County Board of Zoning Appeals; Norman Lovell to the Kosciusko County Area Plan Commission; Councilman Bob Phillips to New Beginnings; and Angie Hostetler and John Lehman to the Milford Area Development. The next meeting of MAD will be at 7:30 a.m. Saturday at the community building.

The council also elected John Lehman as its president and Douglas Ruch as its vice president.

Lehman said the Milford Park Advisory Board told him Rick Sewell will be leaving soon and the town will need a new caretaker for the park.

"If anyone is interested in it, let us know," said Lehman. Minor maintenance work is involved in the job.

The town also will need a new emergency management officer when Sewell leaves. The person who fills the vacancy must live in VanBuren or Jefferson townships.

In other business:

• The council approved $8,500 for the agreement with Jones & Henry Engineering Firm for work on the combined sewer overflow permit plan.

• Winchester told the board that, as budgeted, they will be looking to upgrade their backhoe. He said he will have quotes for the council at a future meeting. Ruch suggested Winchester check the prices at Polk's in Leesburg and in New Paris.

Winchester also said he is getting ready to order another 25 tons of salt. The street department has used approximately 35 tons of salt so far on the approximate 12 miles of road in the town.

• The council approved two town employees to attend continuing water education classes.

• From a grant, Hobbs said, the police received $1,400 for police patrol video cameras for their vehicles.

He also reported they hope to get a new police car soon for approximately $21,000. The information will be presented to the council at the February meeting.

• Clerk-treasurer Charlotte Siegfried reported the members of the tax increment financing commission are Norm Lovell, president; Noel Perry, vice president; Siegfried, secretary; and members Dan Brown and Charles Berg. They are the same officers as last year, she said, and "we have no money." She said they still owe the town approximately $80,000.

Members of the town council are president John Lehman, vice president Douglas Ruch and member Bob Phillips. They meet at 7 p.m. on the second Monday of every month in the town hall.
