Mentone Man Facing Battery, Intimidation Charges After Fulton Co. Incident

FULTON COUNTY - A Mentone man was arrested Tuesday after allegedly battering a woman and holding her against her will.

Franklin Hibshman, 34, Mentone, was arrested and lodged in the Fulton County Detention Center for criminal confinement, a level 3 felony; intimidation, a level 6 felony; domestic battery, a class A misdemeanor; along with an active arrest warrant out of Whitley County for battery resulting in serious bodily injury.

According to a news release Wednesday from the Fulton County Sheriff’s Office, at approximately 9:50 a.m. Tuesday deputies received a report of a woman being held against her will at a residence in the 900 block of Monticello Road by a male acquaintance.

The woman was able to escape and advised responding deputies that Hibshman was armed with a firearm and that she had been battered by him.

Local law enforcement responded to the address and attempted to call Hibshman out of the home. He refused orders to exit the residence, the release states.

Assistance was requested from the Indiana State Police Emergency Response Team (ERT) and they arrived on scene. Shortly thereafter, Hibshman exited the home and was taken into custody peacefully, the release states.

Monticello Road remained closed for about three hours Tuesday morning as a result of the incident.

In March 2022, officials filed charges again Hibshman, who was an inmate at that time in the Kosciusko County Jail, for dealing narcotic drugs and trafficking with an inmate. The other inmate had to be revived with Narcan after allegedly being provided with fentanyl by Hibshman and suffering a non-fatal overdose. Hibshman was in jail then on three unrelated pending cases.

Assisting the Fulton County Sheriff’s Office on Tuesday were Rochester Police, ISP, ISP ERT, Lutheran EMS and the Fulton County EMA.
