Warsaw Mayor Ernie Wiggins has requested that U.S. flags outside city departments be flown at half-staff for one week in memory of Army National Guard Capt. Michael Todd Fiscus of Milford.
Fiscus was killed in Afghanistan Saturday. Wiggins invites citizens to join the city in lowering their flags to honor the fallen soldier.
