The board will adopt the library's budget at its Sept. 14 meeting.
"No one showed up for the public hearing so I think there is a support base out there that we are doing a lot of things right," said Ann Zydek, WCPL director.
"If the economy gets really bad we will adjust. If the funds are not there we accept that, but I will try to provide the best level of service for the have-nots of this community," Zydek said.
Zydek said people are turning to the library more and more.
"We are the central spot, and it is essential to build a collection that serves their needs, by having qualified staff and the equipment that is needed," Zydek said.
The county council approved the budget, but gave a non-binding recommendation to make the 2010 budget at the 2009 rate.
In other business, the board approved a vacation leave policy for employees.
