Kosciusko County is developing plans for the improvement to the Old US 30 Corridor between Fox Farm Road and Zimmer Road, west of Warsaw, in Wayne Township, T35N, R5W, Sections 6, 7, 1, and 2 in Kosciusko County. The total project length is about 1.03 miles. The improvements are part of a 4-phase plan to improve the Old US 30 corridor and key intersections. Phase 1, intersection improvements at Old US 30 (Lake Street) and Fox Farm Road, has previously completed public involvement procedures. Comments are now being solicited for Phase 2, 3, and 4, which are described below. Phase 2 will improve Old US 30 between Fox Farm Road and the east edge of the existing Walnut Creek Bridge (0.28 miles). Improvements will involve reconstruction of the roadway with two travel lanes and the addition of a center left-turn lane. Curb, gutter, and storm sewer will be installed. Road approaches and drives will be reconstructed within the existing right of way. Phase 3 will improve the existing three-way intersection at Old US 30 and Zimmer Road to a roundabout intersection with curb, gutter, and storm sewer. The center of the roundabout will shifted slightly southeast of the existing T-intersection. The roundabout's diameter will be suitable for future inward expansion to two lanes to accommodate future traffic growth. The roadway will be improved 250 feet to the west and east and 200 feet to the south. Driveways adjacent to the improved roadway will be reconstructed within the existing right of way. Drainage will be directed via storm sewer to the west to Riverwood Ranch Road, and then north to an open field northeast of the intersection. There, an open ditch will be constructed, which will direct water to the Tippecanoe River. Phase 4 will improve Old US 30 between Zimmer Road and the west edge of the existing Walnut Creek Bridge (0.48 miles). Improvements will involve reconstruction of the roadway with two travel lanes and the addition of a center left-turn lane. Curb, gutter, and storm sewer will be installed. Road approaches and drives will be reconstructed within the existing right of way. Additional right of way necessary for Phases 2 and 4 will necessary for drainage improvements, as the widened roadway will remain within existing right of way. Additional right-of-way will be necessary at the Zimmer intersection to accommodate the footprint of the roundabout and the drainage improvements. Permanent right-of-way required by phase is as follows: Phase 2, 0.2 acres; Phase 3, 3.5 acres; Phase 4, 1.1 acres. Total construction cost of the projects by phase is as follows: Phase 2 estimated $1,882,000; Phase 3 estimated $2,658,000; Phase 4 estimated $3,901,000. At present, it is planned to use both federal and local funds for the construction of the project. The Federal Highway Administration and the Indiana Department of Transportation have agreed that this project falls within the guidelines of a group (c) Categorical Exclusion with a finding of "no historic properties affected" for the project, due to the fact that the project will not affect, directly or indirectly, any properties that are eligible for inclusion on the National Register of Historic Places. This is the final opportunity to comment on the "no adverse effect" by this project. Pursuant to 36 CFR 800.4(d) documentation is available for public inspection.
