Kreider Sworn In As Town Marshal At Milford; Replaces Travis Marsh

MILFORD– Derek Kreider was sworn in as the new town marshal at the Milford Town Council meeting Monday.
Kreider was promoted from sergeant to chief to replace Travis Marsh, who accepted a position with the Kosciusko County Sheriff’s Office.
Also in police business, Marsh gave his final report to the council and said he had, “A great run here that will serve me well in my new capacity.”
He told the council that there will be “major purchases” coming up that they would be working with Kreider on. He asked for and received approval to purchase the chief’s car – a 2010 Ford Crown Victoria for $3,500.
The council also approved decommissioning the school resource officer’s car and to put it in the Polk Auction taking place next week.
Kreider announced officer Tim Miller as the new SRO effective immediately. Miller would also remain the training officer.
In a related matter, the council voted to approve an amendment to the salary ordinance decreasing the town marshal’s salary from $62,376 to $55,000 plus “whatever increase is approved for all employees.” The decrease is due to the former marshal having more experience.
Utility Superintendent Steve Marquart informed the council he’d been checking on Geographic Information Systems to map the location of the town’s water and sewer assets, which will not only be helpful to the town’s utility departments but also a requirement for future grant funding. Marquart said it may also be useful for the Milford Cemetery.
He obtained a quote from Seiler Instrument for hardware for $7,015. They also could provide software at an additional cost of $11,000 but the representative advised Marquart that they wouldn’t be able to offer as much in the way of support as another supplier, 39 Degrees North.
Marquart said the town of Bremen is using 39 Degrees North and are very happy with it. The cost for software from them is $5,387.50.
Marquart’s recommendation would be to go with Seiler Instrument for the hardware and 39 Degrees North for the software and support at a total cost of $12,902.50.
He said he received another quote from EJP Trimble Unity at a cost of $11,097, but they also would not be able to offer as much support.
Van Buren Township trustee and member of the Milford Cemetery Board was present and said she’d like the town to take on helping with the GIS for the cemetery.
The council asked to have a representative from 39 Degrees North come in to give a presentation before deciding.
In other business, the council:
• Approved a quote from Superseal to seal the town hall parking lot, EMS lot and others at a cost of $11,097.
• Approved a quote from Middlebury Electric for $2,482 as low quote to change the lights downtown to LED lights.
• Approved the purchase of Vector Control spray of 10 gallons for $3,605.05. Marquart said that would allow them to spray four times. He commented that at the high cost of mosquito spray, the town’s residents could help by not keeping standing water in their yards.
• Approved having Beer & Slabaugh repair a hydrant at the cost of $3,900.
• Approved spring clean-up days for April 11-13.
• Approved removing the flashing red light at Main and Emilene streets. The light was hanging too low and is an antique.
• Approved a sign rendering by Graycraft Signs for a sign for Higbee Street Healthcare.
• Approved a proposed solar field by Wawasee Community Schools on the school’s property.
• Tabled paying a salt invoice for further review.
