KOSCIUSKO COUNTY HIGHWAY DEPARTMENT - BIDS

NOTICE TO BIDDERS
    Notice is hereby given that the Board of Commissioners of Kosciusko County, Indiana from this date until February 12, 2013 9:15 a.m. (Local Time), will receive sealed bids for:
    One (1) New 2013 Compact Track Excavator
    One (1) New 2013 Compact Track Loader
    Each bid must be submitted on Form #95. Each bid must be accompanied by an affidavit of non-collusion and a bid bond or certified check for 10% of the bid. Each item bid to be in a separate sealed envelope.
    The bids should then be submitted to the Kosciusko County Auditor's Office, 100 W. Center St., Warsaw, IN 46580. The bids will be opened at 9:15 a.m. during the Commissioner's Meeting on February 12, 2013. The meeting will be located on the third floor of the Courthouse, 100 W. Center St., Warsaw, IN 46580.
    In comparing bids, consideration will not be confined to price only. The successful bid will be the one that is judged to best serve the interests of the Kosciusko County Highway Department when price, product, safety, quality and delivery are considered. The Kosciusko County Board of Commissioners reserves the right to accept or reject any or all bids or any part thereof, and to waive any minor technicalities.
    Bids will be accepted for consideration on any type or variety that is equal or superior to the one specifications. Decisions of equivalency will be at the sole interpretation of the Kosciusko County Board of Commissioners. A blanket statement that bid will meet all requirements will not be sufficient to establish equivalence.
    The Kosciusko County Highway Department reserves the right to ask for clarification for any bid submitted. The specifications herein states the minimum requirements of the Kosciusko County Highway Department. It shall be the Bidder's responsibility to carefully examine each item of the specification. Any bid not in substantial compliance with these specifications will be rejected. It will be the responsibility of the Bidder to conform to the requirements unless deviations have been specifically cited by the Bidder and acceptance made on the basis of the exception. When the bid deviates from the specified item, documentation shall be submitted that fully explains and justifies the deviation.
